DOL’s Changes to the Permanent Online System

On September 10, 2021, DOL’s Office of Foreign Labor Certification (OFLC) updated the PERM homepage (plc.doleta.gov) to include a link allowing users to access and edit PERM account information more easily. This was a welcome improvement to the PERM website, given the many issues employers and practitioners have faced with account login and management.

1. Information on a forgotten username, password, secret question, or PIN can be obtained by clicking on the “Forgot your username and/or password†link under the LOGIN button at the top of the site (plc.doleta.gov).

  • The information should arrive within 15 minutes from [email protected].
  • If the issue is not resolved, one can email the employer’s name and federal employer ID number (“FEINâ€) to [email protected]. Generally, within two business days, the information will be sent by [email protected].
  • All user accounts for the same employer have the same PIN.
  • It’s a good idea to add both email addresses to one’s address book or safe list and check the SPAM folder.
  • If the user cannot remember the secret answer, contact [email protected].

2. The employer’s master user account holder should create a sub-user account for at least one employee who will have the same level of authorization and security access. The master user account holder can also create sub-user accounts for agents and attorneys.

  • Giving an employee a sub-user account with the same access as the master user account holder is critical in the event the master user account holder leaves the employer.
  • This highest level of access includes managing user accounts and editing employer data, including editing the secret question and answer.
  • If this is not done and the master user account holder leaves employment, the employer will have to re-register a PERM account and will not be able to access previously created and submitted PERM applications.

3. Not all employer information can be changed after an initial registration.

  • A change to an employer’s business name or FEIN requires re-registration (page 6 of the OFLC instructions incorrectly states that a master user account holder or an equally authorized sub-account holder can change the employer’s name)
  • An authorized user can change (for future PERM applications only):
    • Mailing address and telephone number
    • NAICS code
    • Year business commenced
    • First middle and last name, mailing address telephone number and email address, for employer’s point of contact which appears under Section D of ETA Form 9089.

Employers and practitioners have already reported success in using the improved website to regain access to their account, but in some instances, emailing one of the two DOL email addresses, as indicated in the DOL instructions to the new website functionality, may be the only way to resolve an account access issue. AILA’s DOL Liaison Committee will continue to provide updates on best practices for PERM account access and management as they become available.
